*** Please note:  There will be a seperate registration for the 1.5 day Tactical Leadership & Command Concepts breakout training.  This includes the Day 1 debriefs & vendor show, plus a half day of classroom held on Day 2.   This breakout session is intended for tactical team leadership and provides instruction on essential operational principles, including effective team organization, advanced breaching methodologies, and key tactical ideologies such as “defining the event” to establish control and initiative during critical incidents.   Price for the Leadership & Command Concepts break-out is $199 per student.  (Classroom attire only for this breakout session)

The Oregon Tactical Officers’ Association is proud to announce the return of its annual Tactical Conference & Vendor Show.  This will be a three-day event hosted by the Portland Police Bureau. This year’s conference will feature premier instruction from members of the highly respected Las Vegas Metropolitan Police Department SWAT team (Zebra Operational Group LLC). Training will focus on Hostage Rescue Tactics, providing attendees with advanced, reality-based scenarios and proven techniques designed to enhance decision-making, teamwork, and operational effectiveness in high-risk rescue situations. This event reflects OTOA’s continued commitment to advancing the skills, professionalism, and survivability of Oregon’s tactical officers.

Zebra Operator Group LLC is a leading provider of Tactical Training in the realm of civilian law enforcement. The instructors within their organization have unparalleled experience in the field of Hostage Rescues and have conducted dozens of life-saving Hostage Rescues Missions. Additionally, their instructors have deployed on thousands of operations in the area of High-Risk Search Warrant Services and Barricaded Subjects.

Day 2 & Day 3:  Portland Police Bureau Training Center - 14912 NE Airport Way, Portland, OR 97230

Day 1  (March 31st)

• 1000 to 1200  -  Registration Check-in
• 1300 to 1700  -  Tactical Debriefs
• 1700 to 2200  -  Social Hour (Dinner provided - Cash bar)

* The vendor show will be held from 1000 to 1700.  Students are encouraged to visit the vendor booths during session breaks.

Day 2  (April 1st)

• 0730 to 1130

                           -  Group A:  Hostage Rescue 1

                           -  Group B:  Shield Tactics

                           -  Group C:  Tactical Leadership & Command Concepts **1.5 Day Registration**

• 1130 to 1300  -  Lunch
• 1300 to 1700

                           -  Group A:  Shield Tactics

                           -  Group B:  Hostage Rescue 1

Day 3  (April 2nd)

• 0730 to 1130

                            -  Group A:  Hostage Rescue 2

                            -  Group B:  Response to Sniper

• 1130 to 1300  -  Lunch
• 1300 to 1700

                            -  Group A:  Response to Sniper

                            -  Group B:  Hostage Rescue 2

 To attend this tactical conference, you MUST meet all of the following pre-registration requirements.

• Sworn law enforcement officer/deputy in Oregon or Washington.
• Currently assigned to a tactical team.
• Be in good physical condition with no light-duty restrictions.
• Attending on behalf of your agency, covered by your own agency’s workers’ comp insurance.
• Have your own kit to include a tactical vest, helmet, & rifle.

All students will receive the following:

• Certificate of completion from the Oregon Tactical Officers Association
• 20 hours of advanced technical training submitted to DPSST via an F6 
• Dinner will be provided during the social hour on day 1.  Lunch will be provided at the training venues on days 2 & 3.
• ​OTOA T-Shirt

All students will need to bring the following equipment with them:

• ​Tactical vest, helmet, rifle with sling, and a pistol holster. 
• ​Eye protection
• ​Tactical uniform to include boots and gloves
• ​Training flashbangs with spare fuses (Not required, but recommended)
• Non-Lethal Training Ammunition (NLTA) handgun and magazines.  (FX, SIMUNITIONS, UTM)
• UTM rifle bolt (if your agency has them, no SIM bolts allowed)  If your agency has complete SIM 9mm uppers, those are acceptable.
• OTOA has a limited number of SIM handguns and UTM rifle bolts to borrow, but supplies are limited so please make an effort to bring your own.
• DO NOT bring any breaching shotguns, less lethal launchers or bolt action rifles.
